数据智能化赋能地区智能产业发展——基于国家级大数据综合试验区的准实验研究

摘　　要：数据智能化是赋能产业转型升级、提质增效、降本增效的重要手段。本文以国家级大数据综合试验区为准实验,探究数据智能化对地区智能产业发展的影响效应及其机制。结果发现:国家级大数据综合试验区显著增加了地区智能企业数量,表明数据智能化能够赋能地区智能产业发展,且该政策与宽带中国战略政策和智慧城市试点政策具有联动效应。机制分析发现,大数据试验区通过提供三个关键的支撑条件促进数据智能化技术的采用:基础设施支撑为数据价值实现提供物理基础,技术服务支撑降低企业采用成本,制度环境支撑优化要素配置效率。异质性分析表明,数据智能化在数据要素市场化程度高的地区更易促进智能产业发展,且更易催生出大规模的智能企业。进一步研究发现,数据智能化在促进地区智能制造业发展的同时,提高了智能服务业发展水平和智能产业占比,优化了地区智能产业结构。本研究评估了国家级大数据综合试验区这一科技产业政策,为智能产业发展提供了现实指导和启示。This paper examines how data intelligence enables regional intelligent industry development through a quasi-experimental analysis of China’s national big data comprehensive experimental zones.We find that these experimental zones significantly increase the number of intelligent enterprises in their regions,demonstrating the enabling effects of data intelligence on intelligent industry development.Moreover,this policy exhibits significant synergistic effects with both the Broadband China strategy and smart city pilot programs.Our mechanism analysis shows that big data experimental zones facilitate the adoption of data intelligence technologies through three key enabling conditions:infrastructure support provides the physical foundation for data value realization,technical service support reduces enterprises’adoption costs,and institutional environment support optimizes the efficiency of resource allocation.Heterogeneity analysis shows that data intelligence is more effective in promoting the development of intelligent industries in regions with higher levels of data factor commercialization,and is more likely to foster large-scale intelligent enterprises.Further analysis shows that data intelligence not only promotes the development of regional intelligent manufacturing,but also enhances the development of intelligent services and increases the proportion of intelligent industries,thereby optimizing the regional industrial structure.This study evaluates this technology industry policy of national big data comprehensive experimental zones,and provides practical guidance for the development of intelligent industry.
