摘  要:资源评价是资源开发的重要基础。为了对中国抽水蓄能站点资源禀赋进行量化评价,揭示抽水蓄能站点资源分布规律,采用统计分析方法,基于452个抽水蓄能项目数据,从地理分区和行政分区两个维度,以单位千瓦静态投资为指标,提出了抽水蓄能站点资源禀赋分区分级量化评价方法,对站点资源禀赋进行量化评价。研究发现:一方面抽水蓄能资源禀赋与地形、地质和水源条件高度相关;另一方面以地级行政区为颗粒度对抽水蓄能资源进行分区评价,在数据方面具有代表性,在操作方面具备可行性。研究结果分级量化评价了不同区域的抽水蓄能站点资源禀赋,可用于分类指导抽水蓄能电站的选址和开发。评价方法及其成果对支撑建立健全抽水蓄能标杆容量电价,助力进一步完善两部制电价机制,促进行业降本增效,助力电力系统的绿色低碳转型和“双碳”目标的实现具有重要意义。Resource evaluation is a critical foundation for its development.This study aims to conduct a quantitative evaluation and reveal the distribution patterns of resource of pumped storage hydropower(PSH)sites in China to promote its high-quality development.In this paper,a statistical analysis approach is employed to develop a quantitative evaluation method for assessing the resource endowment of pumped storage hydropower station sites.Using data from 452 PSH projects or sites,the analysis considers both geographical and administrative divisions,with static investment per kilowatt as the key metric.The proposed method is applied to quantitatively evaluate the resource endowment of PSH sites across China.The study finds that the resource of PSH sites is highly correlated with topographical,geological,and water conditions.Additionally,using prefecture-level administrative divisions as the granularity for regional evaluation of pumped storage resources assumes both representative and feasible.The results provide a graded and quantitative evaluation of the resource endowment of PSH sites across different regions.These findings can guide the classification and development of site selection for PSH projects,support the establishment of benchmark capacity electricity price,and contribute to refining the two-part tariff system.These findings is significant for reducing costs and increasing efficiency in the industry,promoting the high-quality development of China′s PSH sector,and advancing the green and low-carbon transition of the power system,which is crucial for achieving the nation′s carbon peak and carbon neutrality goals.
