摘 要:当前太湖流域的流域、区域、城市(含圩区)3个层次防洪治理格局不协调的问题日益凸显,防洪风险越来越大。回顾了太湖流域3个层次防洪治理格局形成过程,采用太湖流域水动力数学模型模拟了高度城镇化背景下不同情景的洪水运动状态,剖析了当前流域防洪治理格局不协调问题的具体表现及原因,从加强流域性骨干行洪通道周边及省界地区防洪治理布局协调的角度,研究提出优化方案。研究表明:高度城镇化背景下遇50 a一遇以上降雨时,太湖流域河网洪水位抬高较多,流域性骨干通道行洪能力降低,防洪规划既定的防御流域100 a一遇标准洪水目标已无法实现;提出的黄浦江沿线“拓卡口、增出路,挡高潮、增泄量”、吴淞江沿线“涝水先排、中低水行洪、适当地分”、望虞河西岸地区“扩北排、减东排”等优化方案,可实现规划目标,促进3个层次治理格局相协调。研究成果可为新时期太湖流域防洪治理提供参考。The current flood control and management patterns at basin level,regional level,and urban level(including polder areas)in the Taihu Basin are increasingly incoherent,escalating flood risks.In this paper,we reviewed the formation process of the flood control and management patterns at the three levels in the Taihu Basin,employed a hydrodynamic mathematical model of the Taihu Basin to simulate flood routing under various scenarios in the context of high-level urbanization,analyzed the specific manifestations and causes of the current incoherence in the flood control and management pattern,and proposed optimization plans from the perspective of enhancing the layout coordination of the major flood-conveyance channels and the provincial-border areas.The results indicate that under the backdrop of high-level urbanization,in the event of rainfall over 50-year recurrence,the flood levels in the river network of the Taihu Basin rise considerably,the flood discharge capacity of the main channels diminishes,so it becomes impossible to achieve the target of defending against the 100-year flood.We propose optimization schemes containing three aspects:along the Huangpu River by"expanding the blockage,increasing the outlet,blocking the high tide and increasing the discharge";along the Wusong River by"primarily discharging waterlogging,discharging flood in medium and low river level,appropriately diverting flood";and in the west bank of Wangyu River by"expanding the northward drainage and reducing the eastward drainage",which can achieve the planning objectives and promote the coordination of the three-level management pattern.The research results can provide reference for flood control and management in Taihu Basin in the new period.
