摘　　要：农业是国民经济的基础,是因地制宜发展新质生产力的关键领域。农业新质生产力不仅体现现代农业科技的进步,也是马克思主义政治经济学在农业领域的新发展。基于传统生产力理论,深入探讨农业新质生产力的内涵、特征及其与传统农业生产力的区别,并构建农业新质生产力的评价体系。农业新质生产力评价对于推动农业高质量发展、监测发展轨道和科学测度等方面具有重要作用,要坚持全面度量农业新质生产力的发展水平、考量各个阶段目标重点构建评价体系、立足结果层面评价农业新质生产力的发展程度这三个评价原则。为推动农业新质生产力发展,需要加强农业科技创新、深化供给侧结构性改革、推动农业绿色发展。目前,农业新质生产力评价体系尚处探索阶段,持续完善并修正评价指标体系,是确保科学评价的基础,也是推动农业新质生产力发展的必然要求。Agriculture is the foundation of the national economy and a key sector for developing new-quality productivity based on local conditions.New-quality agricultural productivity not only reflects advancements in modern agricultural technology but also represents a new development of Marxist economics in the agricultural sector.It is externally manifested in the transformation and optimized combination of agricultural production factors,with an increase in total factor productivity as its hallmark.Based on traditional productivity theories,this study explores the connotation and characteristics of new-quality agricultural productivity,highlighting its distinctions from traditional agricultural productivity.Furthermore,an evaluation system for new-quality agricultural productivity is constructed,which plays a crucial role in promoting high-quality agricultural development,monitoring progress,and providing scientific assessment.The evaluation follows three key principles:comprehensively measuring the development level,structuring the evaluation system around key objectives at different stages,and assessing the degree of development from an outcome-based perspective.To advance new-quality agricultural productivity,efforts should focus on strengthening agricultural technological innovation,deepening supply-side structural reform,promoting sustainable agricultural development,enhancing talent cultivation,and improving agricultural policy frameworks.At present,the evaluation system for new-quality agricultural productivity is still in an exploratory phase.Continuous refinement and adjustment of the evaluation index system are essential for ensuring scientific assessment and driving the sustainable development of new-quality agricultural productivity.
