摘　　要：为解决电力现货市场环境下的电力系统灵活性资源不足问题,合理的补偿价格及高效的补偿机制设计成为保障系统安全运行、促进系统充裕度的关键。本文提出一种实现电力系统保供目标的灵活性资源补偿定价方法,针对电力市场下电力系统灵活性资源的市场化价格机制问题,构建多类型灵活性资源联合参与市场交易的双层决策定价模型,利用该模型对各类灵活性调节资源进行合理分配,并基于实际电网运行数据进行灵活性资源参与响应的价格优化测算。算例结果表明,所提定价方法能够在保障电力系统可靠性基础上,更有利于激发灵活性资源参与市场的积极性。结合我国电力市场建设目标,应根据不同资源的功能特性,以市场手段实现灵活性资源的优化配置;建立健全系统不同资源类型的成本回收渠道,利用价格机制来保障各方合理收益;拓展需求侧参与灵活调节服务,挖掘存量资源的调节潜力。To address the insufficiency of flexible resources in the power system under the environment of the electricity spot market,the design of reasonable compensation prices and efficient compensation mechanisms has become crucial for ensuring the secure operation of the system and promoting its adequacy.This paper proposes a compensation pricing method for flexible resources aimed at achieving the power system’s supply guarantee objectives.Focusing on the issue of market-based pricing mechanisms for flexible resources in the power market,a bi-level decision-making pricing model is constructed that involves multiple types of flexible resources jointly participating in market transactions.This model is utilized to allocate various types of flexible regulation resources reasonably,and the price optimization for the participation response of flexible resources is calculated based on actual grid operation data.The case study results demonstrate that the proposed pricing method can not only ensure the reliability of the power system but also more effectively stimulate the enthusiasm of flexible resources to participate in the market.In line with the construction goals of China’s power market,the optimal allocation of flexible resources should be achieved through market means according to the functional characteristics of different resources;channels for cost recovery of different resource types within the system should be established and improved,using price mechanisms to safeguard the reasonable returns of all parties;and the participation of the demand side in flexible regulation services should be expanded to tap into the regulatory potential of existing resources.
