摘  要:用户侧的碳排放成本对整体电力系统低碳调度有重要影响,能够激励用户在用电时选择低碳能源,从而促进电力系统的绿色转型。为更好地实现电力系统低碳调度,本文提出计及电力系统源荷低碳调度的用户侧碳排放成本核算模型。首先,构建用户侧碳排放核算与分配模型,实现电力系统碳排放流的有效追踪与溯源;其次,建立以电力系统总运行成本和碳排放成本最小为目标函数的电力系统低碳调度模型,通过分析碳排放流与电力系统潮流之间的关系,并基于比例共享原则建立了电力系统碳排放分摊计算方法,实现了电力系统发电侧与用户侧碳排放成本的有效分摊与准确核算;最后,用MATLAB工具对I EEE28节点算例进行仿真分析,结果表明:该方法能够准确核算节点用户的碳排放成本。基于此,应建立涵盖发电侧与用户侧碳排放责任的评估框架;推进新能源市场化(并网)发展,强化电力系统源荷低碳调度能力;深化用户侧节能减排激励机制。The carbon emission cost on the user side has a significant impact on the overall low-carbon dispatch of the power system,which can motivate users to choose low-carbon energy when using electricity,thereby promoting the green transformation of the power system.To better achieve low-carbon scheduling in the power system,this paper proposes a user side carbon emission cost accounting model that takes into account low-carbon scheduling of power system sources and loads.Firstly,establish a user side carbon emission accounting and allocation model to achieve effective tracking and traceability of carbon emissions in the power system;Secondly,a low-carbon dispatch model for the power system was established with the objective function of minimizing the total operating cost and carbon emission cost of the power system.By analyzing the relationship between carbon emission flow and power system power flow,and based on the principle of proportional sharing,a carbon emission allocation calculation method for the power system was established,which achieved effective allocation and accurate accounting of carbon emission costs between the power generation side and the user side of the power system;Finally,MATLAB tools were used to simulate and analyze the IEEE 28 node example,and the results showed that this method can accurately calculate the carbon emission cost of node users.Based on this,an evaluation framework covering the carbon emission responsibilities of both the power generation and user sides should be established;Promote the market-oriented(grid connected)development of new energy and strengthen the low-carbon dispatching capability of power system sources and loads;Deepen the incentive mechanism for energy conservation and emission reduction on the user side.
