基于微观视角的数据治理标准化设计框架

摘　　要：构建数据治理体系,对于提升数据质量、赋能业务应用、推进跨领域和跨组织的数据价值挖掘、促进数据资产化和数据要素市场化、确保数据合规化等方面具有重要意义。本文基于微观视角提出组织数据治理的标准化设计框架,包括提出数据战略,设计组织管理体系,设计标准规范体系,设计数据治理流程及信息资源目录体系,明确数据治理方法,设计技术平台体系,设计安全合规体系,明确数据全生命周期治理。在此基础上,提出相应政策建议:国家层面应从顶层设计的角度,统筹好、指导好、宣贯好数据治理标准;行业领域层面应承上启下,着重规范本行业领域的数据治理规则与应用;组织层面应从具体实施的角度,遵循好上位标准,并基于数据治理实践不断创新,贡献最佳应用案例。Establishing a data governance system is of great significance in enhancing data quality,empowering business applications,advancing cross-domain and cross-organizational data value extraction,facilitating data assetization and marketization of data elements,and ensuring data compliance.This paper proposes a standardized design framework for organizational data governance from a micro perspective,encompassing the formulation of data strategies,the design of organizational management systems,the development of standard and normative systems,the establishment of data governance processes and information resource catalogues,the clarification of data governance methodologies,the design of technical platform systems,the formulation of security and compliance systems,and the delineation of full lifecycle data governance.Based on this framework,corresponding policy suggestions are put forward:At the national level,there should be an overall planning,guidance,and promotion of data governance standards from a top-down perspective.At the industry level,efforts should bridge the gap between upper and lower levels,with a focus on standardizing data governance rules and applications within the specific industry.At the organizational level,from the perspective of specific implementation,organizations should adhere to higher-level standards and continuously innovate based on data governance practices,contributing best-practice application cases.
