摘  要:随着全球气候变化日益严峻,燃煤电厂的碳捕集、利用与封存(CCUS)技术作为减缓温室气体排放的关键途径备受瞩目。本文基于多准则决策理论和综合评价理论,结合燃煤电厂CCUS项目的工程特性,对项目投资决策进行多维度的评价研究。并将评价视角从单一的经济层面拓展至环境和社会维度,融入决策者的主观偏好,旨在提供一种更加科学、精确且具有针对性的投资决策支持工具,以辅助燃煤电厂CCUS项目的可行性评估和投资决策。研究结果显示:纳入决策者的主观判断和偏好,使评价结果更加符合实际情况和决策者的具体需求;综合考虑经济、环境和社会三个维度,可以更全面地评估项目的可行性和可持续性;本文提出的综合评价模型能够有效评估燃煤电厂CCUS项目的投资决策,并为决策者提供了一种全面而科学的决策支持工具。基于此,应强化政策引导与监管,激励企业加大对CCUS技术的投资力度;建立项目效益评估体系,合理选择与优化工艺流程;建立定期评估项目效益机制,确保项目的可持续性和有效性。As global climate change becomes increasingly severe,carbon capture,utilization,and storage(CCUS)technology in coal-fired power plants has garnered significant attention as a key approach to mitigating greenhouse gas emissions.Based on multi-criteria decision theory and comprehensive evaluation theory,this paper conducts a multi-dimensional evaluation of investment decisions for CCUS projects in coal-fired power plants,taking into account their engineering characteristics.The evaluation perspective is expanded from a single economic dimension to include environmental and social dimensions,incorporating the subjective preferences of decision-makers.The aim is to provide a more scientific,precise,and targeted investment decision support tool to assist in the feasibility assessment and investment decision-making of CCUS projects in coal-fired power plants.The research results show that incorporating the subjective judgments and preferences of decision-makers makes the evaluation results more aligned with actual conditions and specific needs.Comprehensive consideration of economic,environmental,and social dimensions allows for a more holistic assessment of project feasibility and sustainability.The proposed comprehensive evaluation model can effectively assess the investment decisions of CCUS projects in coal-fired power plants and provides decision-makers with a comprehensive and scientific decision support tool.Based on these findings,it is recommended to strengthen policy guidance and regulation to incentivize increased investment in CCUS technology by enterprises;establish a project benefit evaluation system to rationally select and optimize process flows;and implement a regular project benefit assessment mechanism to ensure the sustainability and effectiveness of projects.
