摘 要:随着抽水蓄能产业大规模的发展,将产生数额巨大的容量电费,这些费用最终将传导至用户侧,对用户电价产生影响。研究抽水蓄能容量电费分摊机制对用户电价的影响,有助于减轻用户侧电价压力,提升电站成本回收效率。本文在相关政策指导下,细化现阶段抽水蓄能容量电价机制,分析各类分摊方式对用户电价的影响机理,基于时序生产模拟法建立数学优化模型量化影响程度,以健全的分摊方式确保抽水蓄能容量电费向用户侧疏导的公平合理性,保障抽水蓄能电站在市场化初期的成本回收。研究结果表明:进一步完善的容量电价机制,有利于降低用户电价涨幅,促进抽水蓄能产业健康有序发展。研究结果可以为健全抽水蓄能费用分摊疏导方式与调动抽水蓄能电站积极参与电力市场方面提供有益参考。With the large-scale development of the pumped storage industry,a substantial amount of capacity electricity charges will be generated.These charges will ultimately be passed on to the user side,thereby impacting industry and commerce pricing.Investigating the effects of the pumped storage capacity charge allocation mechanism on industry and commerce prices can help alleviate price pressures on customers and enhance the cost recovery efficiency for power stations.Guided by relevant policies,this paper provides a detailed examination of the current pumped storage capacity charge mechanism.It analyzes the impact mechanisms of various allocation methods on user tariffs,establishes a mathematical optimization model based on time series production simulation to quantify the degree of impact,and ensures the fairness and rationality of the transfer of pumped storage capacity charge to users through a sound allocation method.This approach guarantees the cost recovery of pumped storage power plants during the initial stages of marketization.The results indicate that further improvements in the capacity electricity price mechanism can reduce price increases for users and promote the healthy and orderly development of the pumped storage industry.The research findings provide valuable references for improving cost allocation and dredge mode in pumped storage plants,encouraging active participation of pumped storage power stations in the power market.
