摘 要:“绿电进京”已成为新时期北京市实现能源低碳转型的关键战略。本文首先揭示了“绿电进京”的供应机制,探究“十四五”中后期“绿电进京”可再生能源电量供应空间。然后,系统分析了“绿电进京”面临可再生能源电量供应可靠性下降、输电通道容量限制、京津冀协同分配下可再生能源电量供应下降、绿色电力市场竞争加剧等挑战。最后,针对性地提出提升京津唐及周边区域风电光伏供应的可靠性,落实新能源电力优先调度,加强输电通道检修等8项高质量发展举措,以支撑“绿电进京”高质量发展和北京市低碳转型。“Green Power to Beijing”has become a key strategy for achieving low-carbon energy transformation in Beijing during the new era.This paper first reveals the supply mechanism of“Green Power to Beijing”and explores the potential for renewable energy supply in the mid-to-late period of the 14th Five-Year Plan.It then systematically analyzes the challenges faced by“Green Power to Beijing,”including the reliability of renewable energy supply,limitations in transmission channel capacity,reduced renewable energy supply under the coordinated allocation of Beijing-Tianjin-Hebei,and intensified competition in the green power market.Finally,the paper proposes eight high-quality development measures,such as enhancing the reliability of wind and solar power supply in the Beijing-Tianjin-Tangshan region and surrounding areas,implementing priority dispatching of new energy power,and strengthening transmission channel maintenance,to support the high-quality development of“Green Power to Beijing”and Beijing's low-carbon transformation.
