摘 要:自1901年汽车引入中国上海至全面抗战前,上海城市汽车交通业规模发展、日益隆盛,全国城市无出其右者;但因其间汽车肇事频密,引致城市交通安全面临严峻挑战。有鉴于此,上海华界当局通过统制汽车登记和检验、管控汽车行驶和停放以及规范执业者和乘车者等系列治理举措,为保障上海城市功能和社会秩序做出努力并取得成效。由是,通过回顾近代上海华界汽车交通治理的经验教训,省思其治理实践对于上海城市发展产生的典型意义及深切影响,俾期为当代中国交通治理与城市现代化衍生历史借镜和现实启示。From 1901,when the automobile was introduced into Shanghai,China to the Anti-Japanese War,the scale of Shanghai's urban automobile transportation industry developed and prospered day by day,which was no other city in China.However,due to frequent car accidents,urban traffic safety is facing serious challenges.Based on this,Shanghai Huajie authorities have made efforts to safeguard Shanghai's urban functions and social order through a series of governance measures such as controlling car registration and inspection,controlling car driving and parking,and regulating practitioners and passengers.Therefore,by reviewing the experience and lessons of automobile traffic governance in modem Shanghai Huajie,we reflect on the typical significance and profound influence of its governance practices on the urban development of Shanghai,so as to provide a historical reference and practical inspiration for the derivation of traffic governance and urban modernization in contemporary China.
