生态环境导向的开发模式推进“三水”统筹实践路径

摘　　要：当前,我国生态文明建设对水资源、水环境和水生态的需求逐渐增加。水领域工程项目应该更好从“三水统筹”出发,增强治理整体性协同性。面对地方财力不足、政府资金筹措难度大、投资存在一定的缺口等问题,各地积极探索,以生态环境为导向的开发模式(Ecology Oriented Development,EOD)实践开始在全国范围内加速拓展并不断深入。本文对EOD内涵进行了探究,指出EOD模式通过引入市场化资源,可以更好地挖掘和开发出保护项目的资源和价值,开发出新经济业态。并依据项目具体情况分为“水领域生态环境保护+产业开发”和“水领域产业开发+生态环境”两类,并从融合、一体、反哺三个角度揭示了“三水”统筹相关项目的核心特征,提出了EOD模式可以更好地推动GEP与GDP双提升、双发展。最后,本文针对EOD模式在实施过程中存在的认识不清、社会参与意愿不高及风险问题结合实际提出了政策建议。At present,the demand for water resources,water environment and water ecology in my country’s ecological civilization construction is gradually increasing.Water engineering projects should better start from the“three waters coordination”and enhance the overall coordination of governance.Faced with problems such as insufficient local financial resources,difficulty in raising government funds,and certain investment gaps,various places have actively explored,and EOD practices have begun to accelerate and deepen across the country.This article explores the connotation of EOD and points out that the EOD model can better explore and develop the resources and value of protection projects and develop new economic formats by introducing market resources.It is divided into two categories according to the specific situation of the project:“water ecological environment protection+industrial development”and“water industry development+ecological environment”.The core characteristics of the“three waters”coordinationrelated projects are revealed from the three perspectives of integration,integration,and feedback,and it is proposed that EOD projects can better promote the dual improvement and development of GEP and GDP.Finally,this article puts forward policy recommendations based on the actual situation for the unclear understanding,social participation willingness and risk problems in the implementation of EOD projects.
