跨区域应急管理合作及其机制构建研究——以中国—东盟应急管理国际合作为例

摘　　要：当今世界各国家和地区之间相互依存的趋势越来越强,已经逐步向“人类命运共同体”的不断迈进,伴随的风险灾害危机也越来越具有跨(国)区域性质,跨(国)区域应急管理合作成为亟待研究的课题。本文在对目前跨区域应急管理合作的研究进行梳理评述的基础上,以中国—东盟应急管理国际合作机制为例,深入剖析中国与东盟应急管理多边合作机制的“一计划、一会议、一论坛、一展会、一基地、一队伍”框架结构,从顶层的制度设计安排、中间的载体平台建设、末端的实操功能转化等方面系统分析其运行机理、合作路径,最后借鉴中国—东盟应急管理国际合作机制经验,提出从建立跨区域应急管理合作的决策制度、运行平台载体、联动监测预警响应机制、人才队伍建设等方面推进跨(国)区域应急管理合作机制的构建。In today's world,the trend of mutual interdependence among countries and regions is intensifying,gradually moving towards the direction of“a community with a shared future for mankind.”Alongside this,risks,disasters,and crises are increasingly acquiring cross-(national)regional characteristics,making cross-(national)regional emergency management cooperation an urgent research topic.Based on a review of current research on cross-regional emergency management cooperation,this paper takes the China-ASEAN international cooperation mechanism for emergency management as an example,deeply analyzing the framework structure of China-ASEAN multilateral cooperation in emergency management,which consists of“one plan,one conference,one forum,one exhibition,one base,and one team.”It systematically examines its operational mechanism and cooperation pathways from the perspectives of toplevel institutional design arrangements,intermediate carrier platform construction,and terminal practical functional transformations.Finally,drawing on the experience of the China-ASEAN international cooperation mechanism for emergency management,this paper proposes the establishment of a decision-making system,operational platform carriers,a linked monitoring,early warning,and response mechanism,and talent team development for cross-(national)regional emergency management cooperation,thereby advancing the construction of such cooperation mechanisms.
