我国应急管理体系现代化改革的思考  

Thoughts on the Modernization Reform of China's Emergency Management System

摘　　要：党的二十届三中全会对推进国家安全体系和能力现代化进行了部署,强调完善公共安全治理机制,构建更加适应新时代要求的应急管理现代化体系。回顾我国应急管理体系发展历程,研究脉络大致可归纳为以“一案三制”为开端、以“应急管理部”成立为主体、以“总体国家安全观”为统领的三个阶段。虽然应急管理体系的建设逐步完善,但也存在综合协调的作用还未充分发挥、预防为主的理念还未充分转变、法律法规还未充分建立等问题。应急管理体系现代化的改革,需要遵循全面深化改革原则,坚持党的领导发挥应急管理体系建设的制度优势、坚持以人民为中心强化应急管理体系建设的职责使命、坚持以守正创新推动应急管理体系建设的实践与理论变革、坚持以制度建设为主线加强应急管理体系建设的顶层设计、坚持以全面依法治国促进应急管理体系建设的行稳致远、坚持系统观念提升应急管理体系建设的整体效能。The Third Plenary Session of the 20th Central Committee of the Communist Party of China made arrangements to advance the modernization of the national security system and capabilities,by improving public safety governance mechanisms and building a modern emergency management system that is more aligned with the requirements of the new era.Research on China's emergency management system can be summarized into three stages:beginning with the“One Planning plus Three Systems”,with the establishment of the“Ministry of Emergency Management”as the main body,and guided by the“a Holistic Approach to National security”.Although the establishment of the emergency management system has been gradually improved and developed,some problems still emerge in practice,such as the role of comprehensive coordination in the current emergency management system has not been fully utilized,the concept of prevention oriented mechanism has not been fully implemented,and the standards and norms in the legal system have not been fully established.In the process of modernizing the emergency management system,we should follow the principle of comprehensively deepening reform:We should adhere to the leadership of the Party,give full play to the institutional advantages of emergency management system construction,adhere to the people-centered approach to strengthen the responsibility and mission of emergency management system construction,adhere to the principle of innovation to promote the practical and theoretical changes in emergency management system construction,adhere to the system as the main line to strengthen the top-level design of emergency management system construction,adhere to the rule of law to promote the stable and long-term development of emergency management system construction,and adhere to the concept of system to improve the overall efficiency of emergency management system construction.
