东亚混合安全治理模式探析

摘　　要：近年来,阿德勒和格雷夫提出的“机制交叠论”为解释当前地区安全治理的机制多样性和制度复杂性提供了新思路,而东亚地区安全治理的特殊性有助于验证“机制交叠论”的理论价值。同时,“机制交叠论”也能够为解读当前东亚地区安全治理领域的“意大利面条碗”现象提供理论参考。因此,借助“机制交叠论”及其分析框架,从时间、功能、空间和关系四个维度出发,重新梳理冷战后东亚地区安全治理机制形成和发展演变的实践,可以对“机制交叠论”在东亚地区的适用性和解释力进行理论检验。通过验证发现,东亚地区安全治理领域不仅存在明显的机制交叠现象,而且由于均势机制与安全共同体机制在东亚实践中出现了多样化的演变,导致该地区安全治理机制的交叠更加复杂化,最终形成东亚地区特殊的混合安全治理模式。因此可以得出结论,东亚混合安全治理模式具有“多元机制包容共存、双向多维动态交叠、多领域议题复杂互动”等特征。In recent years,the“Security Mechanisms Overlap Theory”proposed by Adler and Greve offers a new perspective on explaining the mechanism diversity and institutional complexity of current regional security governance.The particularity of security governance in East Asia helps to verify the theoretical value of the theory.At the same time,the theory can also provide theoretical reference for interpreting the current“spaghetti bowl”phenomenon in East Asian security governance.Therefore,with the help of the theory and its analytical framework,the practice of the formation,development and evolution of the security governance mechanism in East Asia after the Cold War is reviewed from the following four dimensions or broad ways of thinking:temporal,functional,spatial and relational,and the applicability and explanatory power of the theory in East Asia can be theoretically tested.Through verification,it is found that there is not only obvious mechanism overlap in the field of security governance in East Asia,but also due to the diversified evolution of the balance of power mechanism and the security community mechanism in the practice of East Asia,the overlap of security governance mechanisms in this region is more complicated,and finally a special hybrid security governance model in East Asia is formed.Therefore,it concludes that the East Asian hybrid security governance model is characterized by“the inclusive coexistence of multiple mechanisms,the dynamic overlap of twoway and multidimensional issues,and the complex interaction across various fields”.
