摘 要:水务规划是国土空间规划中的重要专项规划。为适应国土空间规划体系变革和水利规划管理的相关要求,规范水务规划体系的构成,研究了国土空间规划体系在分级分类管理、规划指标的空间传导及内容协同衔接等方面的相关要求,对国内省市水利规划体系构成进行了调研。在对北京水务规划管理现状分析的基础上,借鉴国内相关省市水务规划体系建设的经验,通过研究水务相关法律、法规及相关政策对水务规划编制的要求,进一步明确了水务规划的编制类别,规范了北京市水务规划体系构成,实现了分级分类管理。Water planning is an important specialized planning in national spatial planning.In order to adapt to the changes in the national spatial planning system and the requirements of water conservancy planning management,standardize the composition of the water conservancy planning system,study the relevant requirements of the national spatial planning system in hierarchical classification management,spatial transmission of planning indicators,and content coordination and connection,and conduct research on the composition of water conservancy planning systems in domestic provinces and cities.Based on the analysis of the current situation of water planning and management in Beijing,this article draws on the experience of water planning system construction in relevant provinces and cities in China.By studying the requirements of water related laws,regulations,and policies for water planning,it further clarifies the categories of water planning preparation,standardizes the composition of Beijing's water planning system,and achieves graded and classified management.
