摘  要:开发区作为区域经济发展的主战场、主阵地,对其土地集约利用与经济发展的协调关系进行研究可理顺两者的平衡关系,发现差异性规律,提升开发区管理能力。借鉴《开发区土地集约利用评价规程》中的指标体系,采用多因素综合评价法测度湖北省103个开发区的土地集约利用水平和经济发展水平,借助协调度模型多维度探讨两者的协调特征。研究发现:①湖北省半数开发区处于低水平的不协调状态,东部开发区的土地集约利用与经济发展水平整体高于西部;②不同类型开发区两者协调程度存在差异,国家级、面积为10~15 km^(2)、技术密集型、产城融合型、武汉“1+8”城市圈的开发区协调程度高;③现阶段,10~15 km^(2)为开发区适度规模,应推进开发区向产城融合型转变,推动传统产业向高技术与高附加值升级,发挥武汉“1+8”城市圈的引领辐射带动作用。上述研究发现对于开发区统筹布局、重点推进及产业转型具有参考意义。The development zone is the main battlefield and front of the regional economic development.The research on the coordination between intensive land use and economic development can help people to straighten out the balance relationship between them,discover the law of difference,and improve the management ability of the development zone.By referring to the index system of Evaluation Procedures for Intensive Land Use in Development Zones,we use multi-factor comprehensive evaluation method to measure the level of intensive land use and economic development in 103 development zones in Hubei Province,and explore their coordination characteristics in multiple dimensions with the coordination degree model.The results show that:First,half of the development zones in Hubei Province are in a low level of uncoordinated state,and the intensive land use and economic development level of the eastern development zones are higher than that of the western development zones.Second,different types of development zones have different degrees of coordination between intensive land use and economic development.The state-level,10—15 km2,technology-intensive,industrycity integrated development zones,and development zones in Wuhan“1+8”city circle have high coordination degree.Third,at the present stage,10—15 km2 is the appropriate size of the development zone.It is necessary to promote the transformation of the development zone to industry-city integrated development zone,the upgrading of traditional industries to high technology and high value-added industries,and give full play to the leading and radiating role of Wuhan“1+8”city circle.The above research findings have reference significance for the overall layout,key promotion and industrial transformation of the development zones.
