摘　　要：中国特色自由贸易港是新发展格局下我国实现高水平对外开放、高质量发展的重大战略举措。我国自由贸易港的战略定位在于依托国内超大规模市场与要素资源优势探索高水平的开放模式,是对自由贸易理论、马克思主义世界市场理论及其中国化的生动实践,习近平经济思想则为其提供了核心思想和基本路线。自由贸易港在建设过程中的关键是把握对外开放和高举中国特色社会主义伟大旗帜之间的平衡,维护经济稳定与坚持中国特色不动摇。创新前进的道路往往是曲折的,当前海南自由贸易港的高质量发展仍存在宏大战略意义与海南经济体量的“大小”规模性问题、劳动力要素需求多与供给少的“多少”结构性问题以及中央顶层设计与基层政策实践的“高低”战略性问题。在习近平总书记对自由贸易港建设作出的重要指示精神下,下一批次的中国特色自由贸易港还应以贸易自由化便利化、投资自由化便利化和金融开放为突破口,于海南经验之上进一步破除限制贸易投资自由便利与金融开放的体制机制障碍,加速释放制度红利。The Free Trade Port with distinctive Chinese features are major strategic measures for China to achieve high-level opening-up and high-quality development under the new development pattern.The strategic positioning of China’s free trade ports lies in exploring high-level open models based on the advantages of the domestic super large scale market and factor resources.It is a vivid practice of free trade theory,Marx’s world market theory,and its localization in China.Xi Jinping’s economic thought provides the core ideas and basic route for it.The key to the construction of a free trade port is to strike a balance between opening up to the outside world and holding high the great banner of socialism with Chinese characteristics,maintaining economic stability and unwaveringly adhering to Chinese characteristics.The road ahead is often tortuous,and the high-quality development of Hainan Free Trade Port still has grand strategic significance and the“size”scale of Hainan’s economy,the“quantity”structural problem of high demand and low supply of labor factors,and the“height”strategic problem of central top-level design and grassroots policy practice.Under the important instructions given by Xi Jinping on the construction of free trade ports,the next batch of the Free Trade Port with distinctive Chinese features should also take trade liberalization and facilitation,investment liberalization and facilitation,and financial opening as breakthroughs,further breaking down institutional barriers that restrict trade and investment liberalization and financial opening based on the experience of Hainan,and accelerating the release of institutional dividends.
