邻里重建何以助推社区治理共同体建设?——基于我国“邻治”典型案例的研究

摘　　要：以“邻治”为标志的邻里重建是推动社区治理共同体建设的重要探索。“邻治”模式可以分为激活型治理、嵌入型治理、整合型治理和修复型治理四类形态。“邻治”得以有效运行的内在机理在于以网格为场域,组织动员聚合邻里资源;以关系为媒介,服务优化激活邻里互动;以规约为牵引,达成共识联结邻里利益;以团结为导向,集体行动助推家园建设。克服“邻治”有效推进面临的诸多难题,在于遵循“邻治”内在机理进行邻里重建,实现从“陌邻”到“睦邻”的转变,进而达成从邻里共同体到社区治理共同体的跃迁。邻里重建的要义在于持续强化邻里互动,推动组织重塑,实现合作共建;深化邻里互惠,提升价值认同,激发温情共振;搭建邻里协商,聚合共同利益,推进规范共塑;保持邻里包容,促进治理有效,达成治理共生。Neighborhood reconstruction marked by“neighborhood governance”is an important exploration to promote the construction of community governance community.According to the state of neighborhood relations,the“neighborhood governance”model can be divided into four types,namely,activation governance,embedded governance,integrated governance and repair governance.Its common experience enlightenment is to organize and mobilize the aggregation of neighborhood resources with the grid as the field,take emotion as the medium,optimize service and activate neighborhood interaction,take the system as the traction,reach a consensus to link neighborhood interests,take unity as the guidance,and take collective action to boost home construction.Neighborhood reconstruction to promote the construction of community governance community should continue to strengthen neighborhood interaction,promote organizational remodeling,achieve joint construction of the main body,deepen neighborhood reciprocity,enhance value recognition,stimulate emotional resonance,build neighborhood consultation,aggregate common interests,promote system co-governance,maintain neighborhood tolerance,promote effective governance,and achieve behavioral symbiosis.
