摘　　要：中国能源扶贫成果显著,已解决了绝对能源贫困问题。然而,农村地区的相对能源贫困问题仍较突出。传统能源贫困研究多侧重于经济学解释和技术解决方案,忽视了农村居民能源消费和使用的异质性,导致能源贫困的性别维度被掩盖,农村女性因能源贫困受到的特殊影响迟迟得不到应有的关注。对此,利用“以人为本”的能力方法,秉持“每个人都是目的”的原则,介绍并探讨新的能源贫困定义和衡量方式,揭示能源贫困对农村女性的特殊影响,提出能源政策的目标不应仅限于完善能源基础设施和提高现代能源服务水平,还应进一步关注能源如何提升个人能力,为巩固脱贫攻坚成果、推进乡村全面振兴提供了新的理论视角。China has achieved remarkable results in poverty alleviation through energy,and has solved the problem of absolute energy poverty.However,the problem of relative energy poverty in rural areas is still more prominent.Studies on traditional energy poverty mostly focus on economic interpretation and technical solutions,and ignore the heterogeneity of energy consumption and use of rural residents.As a result,the concealment of the gender dimension of energy poverty is hidden,and rural women are getting due attention due to the special impact of energy poverty.In this regard,by utilizing a “people-centered” capability approach and adhering to the principle that “every individual is an end in themselves”,this article introduces and discusses new definitions and measurement methods for energy poverty.It reveals the specific impacts of energy poverty on rural women and argues that the goals of energy policies should not be limited to improving energy infrastructure and enhancing modern energy service levels.Instead,they should also focus on how energy can enhance individual capabilities.This perspective provides a new theoretical framework for consolidating the achievements of poverty alleviation and advancing comprehensive rural revitalization.
