数字政府背景下上海市公共数据开放优化路径探索

摘　　要：当今时代数字化快速发展,信息技术的发展使人们的生活方式发生了巨大的改变,促使政府职能发生变化。公共数据开放,不仅对于促进数字经济发展、保障民生有着重要作用,而且是提高政府的治理能力和水平,推动政府数字化转型的必要措施。本文根据上海市最新制定的《上海市公共数据开放实施细则》,介绍上海市公共数据开放的基本情况、分析其做法和成就,并从公共数据开放平台、公共数据开放的范围和公共数据开放机制三个角度分析上海市公共数据开放目前还存在的一些问题,并针对这些问题提出在数字政府背景下上海市公共数据开放优化的建议。With the rapid development of digitalization and information technology in today's era,people's lifestyles have undergone tremendous changes,which have led to changes in government functions.Public data openness not only plays an important role in promoting the development of the digital economy and ensuring people's livelihoods,but also is a necessary measure to improve the government's governance capacity and level,and promote the government's digital transformation.This article introduces the basic situation of Shanghai's public data openness,analyzes its practices and achievements based on the latest"Implementation Rules for Shanghai's Public Data Openness",and analyzes some of the existing problems in Shanghai's public data openness from three perspectives:public data openness platform,scope of public data openness,and public data openness mechanism.Suggestions for optimizing Shanghai's public data openness in the context of digital government are proposed to address these issues.
