摘　　要：有效发挥产业政策对企业绿色转型的推动作用,对经济社会高质量发展具有重要现实意义。基于1998—2012年中国工业企业污染排放数据,探究产业政策扶持力度对企业污染排放的影响和作用机理。结果显示:强力扶持产业政策会加剧企业污染排放,温和扶持产业政策会抑制企业污染排放;该影响在西部地区和低污染行业表现得更为明显;产业政策主要通过改变企业能源使用效率和技术效率机制对企业污染排放产生影响。因此,产业政策的制定与实施要因地制宜,注意甄别产业政策扶持力度的差异性效果,发挥产业政策对企业污染减排全过程的引导和推动作用。Effectively giving play to the role of industrial policy implementation in promoting the green transformation of enterprises holds great practical significance for high-quality economic and social development.Based on the pollution emission data of industrial enterprises in China from 1998 to 2012,this paper explores the effect and mechanism of industrial policy support on enterprise pollution emissions.The findings are as follows:Strong industrial support policies will intensify enterprise pollution emissions,moderate industrial support policies will inhibit enterprise pollution emissions.This effect is more obvious in western regions and low-pollution industries.The industrial policy mainly affects the enterprise pollution emissions by changing the mechanism of energy use efficiency and technical efficiency of enterprises.Therefore,the formulation and implementation of industrial policies should be adapted to local conditions,pay attention to the differential effect of industrial policy support,and exert the guiding and promoting role of industrial policies in the entire process of enterprise pollution reduction.
