摘　　要：党是由人民之中的先进分子组成的,与人民不可分。坚持党的领导,既是实现人民当家作主的前提,也是坚持人民当家作主具体的现实的体现,坚持党的领导与坚持人民当家作主在本质上是一致的。发展社会主义民主,必须要加强社会主义法治建设,坚持依法治国重在依法治权。党领导人民制定宪法和各项法律,又在宪法和法律的范围内活动,坚持依法治国与坚持党的领导是高度统一的。河北肃宁“三议一行一监督”的村级基层民主建设模式提供了坚持党的领导、人民当家作主和依法治国的有机统一在基层具有可行性的案例。The Party is composed of advanced elements of the people and is inseparable from the people.Upholding the Party's leader-ship is not only the prerequisite for realizing the people's governance,but also the embodiment of the concrete realization of upholding people's governance.The Party's leadership and people's governance are essentially consistent.To develop socialist democracy,we must strengthen the construction of socialist rule of law.Upholding the rule of law focuses on exercising power in accordance with the law.The Party leads the people in formulating the Constitution and laws,and operates within the scope of the Constitution and laws.Upholding the rule of law and the Party's leadership are highly unified.The"three discussions,one decision,and one supervision"model of village-level grassroots democracy in Suning County,Hebei Province fully demonstrates that the organic unity of upholding the Party's leadership,people's governance,and law-based governance is entirely feasible in practice.
