摘　　要：统一国土空间用途管制制度对推动高质量发展具有重要作用。海岸带空间用途管制是国土空间用途管制的重要组成部分,需要优化机制以适应国土空间规划体系改革。文章梳理了海岸带空间用途管制现状与问题,认为海岸带空间用途管制存在功能分区边界和尺度多样、空间准入机制单一、用途转用机制不畅等问题。文章构建了海岸带空间用途管制框架,优化了海岸带空间用途管制功能分区、空间准入和用途转用机制,以期为海岸带空间用途管制实践提供借鉴。The unification of territorial utilization control is of strategic significance for promoting high-quality development.Coastal zone utilization control is an important part of territorial utilization control and requires optimized mechanisms to align with the reform of the land space planning system.This paper reviews the status quo and problems of coastal zone utilization control,and points out that there are many problems in coastal zone utilization control,such as multiple functional zoning boundaries and scales,single space access mechanism,and poor conversion mechanism.In order to provide reference for the practice of coastal zone utilization control,this paper constructs the framework of coastal zone utilization control and optimizes the functional zoning,spatial permission and utilization transition of coastal zone utilization control.
