联合国“海洋十年”主要进展回顾以及我国参与建议

摘　　要：联合国将“联合国海洋科学促进可持续发展十年”定义为一场世界范围内大规模持久性的海洋科学革命,赋予其“推动形成变革性的海洋科学解决方案,促进可持续发展,将人类和海洋联结起来”的使命,通过将海洋科学知识与研究成果转化为应对海洋领域重大挑战的解决方案和推动全球海洋治理的政策工具,从而实现“打造我们所希望的海洋”目标。该倡议实施3年来,在全球掀起了广泛关注与参与热潮,已在58个国家中批准400多项行动,活动涉及100多万人。本文旨在梳理该倡议自启动至2023年期间,在治理与协调框架、行动体系方面取得的进展,以及我国在该框架下的参与情况,为利益攸关方后续深度参与“海洋十年”提供参考。The United Nations defines the"United Nations Decade of Ocean Science for Sustainable Development"as a large-scale and lasting revolution in Marine science worldwide,giving it the mission to"create transformative ocean science solutions for sustainable development,and to connect people with the ocean".By translating marine scientific knowledge and research results into solutions to major challenges in the ocean and policy tools to promote global ocean governance,thus achieving the goal of'creating the ocean we want.'.In the three years since the implementation of this initiative,it has attracted widespread attention and participation around the world,with more than 400 actions approved in 58 countries and 1 million people engaged.This article aims to summarize the progress made by the initiative from its launch to 2023 in the governance and coordination framework,as well as the action system,and China's participation in this framework,providing reference for stakeholders'subsequent in-depth participation in the"Ocean Decade".
