摘 要:盘活闲置宅基地是农村宅基地制度改革的重要举措,并成为学界关注的热点。依据闲置宅基地盘活“外缘-内核”式的“人、地、钱、业”治理系统,构建“治理环境—治理结构—治理绩效”分析框架,并从行为主体、土地利用、收益分配和产业发展四个方面论述闲置宅基地盘活的理论逻辑,比较分析南京市高淳区三个自然村“政府引导+村民经营”“市场主导+企业经营”“政府主导+多主体经营”三种不同的闲置宅基地治理模式。研究表明,“政府有为”才能更好地促进“市场有效”,大城市郊区闲置宅基地治理需要政府在正式制度环境、发展规划和基础设施投资领域更好地发挥作用,促进市场在要素创新性配置中发挥决定性作用,实现“有为政府+有效市场”的闲置宅基地治理。Revitalizing idle rural residential land is a pivotal strategy for reforming the rural homestead system and has long been a focal point of academic discourse.Inspired by the“periphery-core”model of governance for activating idle rural homesteads,which integrates the elements of“people,land,money,and industry,”we have constructed an analytical framework that includes“governance environment,governance structure,and governance performance.”This research investigates the underlying logic of rejuvenating idle homestead land,examining elements such as stakeholders,land utilization,profit distribution,and industrial progress.It engages in a comparative analysis of various case studies within this framework,with a specific focus on three governance models implemented in Gaochun District,Nanjing:“government guidance+villagers operation,”“market-oriented+enterprise operation,”and“government-oriented+multi-subject operation.”The comparative analysis reveals that effective governance of idle homestead land in suburban regions demands an enhanced role for the government in shaping the institutional environment,development planning,and infrastructure funding.This ensures that the market assumes a critical function in the innovative allocation of resources,thereby nurturing a proactive governmental role in conjunction with a robust market-driven strategy for revitalizing idle homestead land.
