经济学期刊编委会的运作模式、分类特征与国际比较

摘　　要：为了更好地发挥期刊编委会的作用,探讨编委会设置与运作对经济学期刊的影响,文章手工收集了入选中文社会科学引文索引(CSSCI)来源期刊目录(2019-2020)的70种经济学期刊1927名编委数据,对我国经济学期刊编委会现状进行了全面梳理,总结归纳了我国经济学期刊编委会的关键特征,并将其与国际期刊编委会进行比较。研究发现:(1)国内经济学期刊的编委会在组织构成和工作模式上具有诸多相同之处,但因期刊所属主管单位不同而有所差异;(2)国内经济学期刊的编委会具有规模偏小、成立时间较短、属地较为集中、编委年龄偏大、具有海外学术背景的编委占比较高、担任行政职务或拥有学术头衔的编委比例较高等特征;(3)与国际期刊相比,国内期刊编委会在规模、成员构成、交流与合作、职责与决策方式、运营模式等方面存在差异,这既体现了国内期刊的特色,也反映了国内期刊与国际期刊的差距。基于上述结论,文章建议从优化成员构成、加强学术交流与合作、明确职责与权利、建立科学的考核与激励机制等方面入手,真正发挥编委会的作用,为学术期刊的高质量发展注入“核心竞争力”。In order to give full play to the role of the editorial board of journals and discuss the influence of the establishment and operation of the editorial board on economic journals,the author manually collected the data of 1927 members of the editorial board of 73 economic journals selected in the CSSCI source journal catalogue(2019-2020),comprehensively reviewed the present situation of the editorial board of economic journals in China,summarized the key characteristics of the establishment of the editorial board of economic journals in China,compared them with the international common norms.The findings are as follows:First,the editorial board of domestic economic journals has many similarities in organizational composition and working mode,but they are also different due to the competent units of the journals.Second,the editorial board of domestic economic journals exhibits several characteristics,including a relatively small size,a relatively short history,a concentrated geographical distribution,an older age profile among members,a higher proportion of members with overseas academic backgrounds,and a higher incidence of members holding administrative positions or academic titles.Third,compared with international periodicals,the editorial board of domestic periodicals is different in scale,membership,communication and cooperation,responsibilities and decision-making methods,and operation mode,which not only reflects the characteristics of domestic periodicals,but also reflects the gap between domestic periodicals and international periodicals.Based on the above conclusions,the author suggests starting from optimizing the composition of membership,strengthening academic exchanges and cooperation,clarifying responsibilities and powers,and establishing a scientific assessment and incentive mechanism to truly leverage the effectiveness of the editorial board and inject strong core competitiveness into the high-quality development of domestic academic journals.
