使命导向型创新政策的发展及其在中国情景下的研究方向

摘　　要：使命导向型创新政策是在社会挑战背景下催生的一种新政策形态,对提升创新效率、引导创新方向具有重要作用。为明晰其实践与理论发展轨迹,基于文献综述视角,对使命导向型创新政策的研究概貌、实践发展、内涵变化、典型特征及类型划分等进行系统性梳理,并提出中国情景下的未来探究方向。研究发现:使命导向型创新政策实践具有多样性,经历了思想萌起、雏形确立和迭代转型3个发展期,不同时期中,其目标、范围、驱动力、组织方式以及参与主体等内容和时代背景同步演化;理论内涵则依据所侧重的政策实践和具体使命持续发展,定义越来越趋向对政策内容、功能和特征等组成要素的描述;相较传统创新政策,使命导向型创新政策表现出方向性、计划性、合意性、政策组合一致性、多层级治理以及评估动态性等六大特征,其中强方向性和计划性是其区别于传统创新政策的最显著差异。最后,结合中国当前的政策实践,从政策适用性、实施路径、绩效评估及创新体系优化等方面对使命导向型创新政策在中国的未来研究方向进行了展望。Mission-oriented innovation policy has emerged as a new policy paradigm in response to societal challenges,playing a crucial role in enhancing innovation efficiency and guiding the direction of technological progress.To clarify its trajectory of practice and theoretical development,this study systematically reviews the research landscape,practical evolution,conceptual transformation,key characteristics,and typological classifications of mission-oriented innovation policy.Furthermore,it explores future research directions within the context of China.The findings reveal that mission-oriented innovation policy exhibits diverse practical manifestations,progressing through three developmental phases:ideational emergence,nascent establishment,and iterative transformation.Across these periods,the objectives,scope,driving forces,organizational frameworks,and participating actors have evolved in tandem with historical contexts.The theoretical connotations of mission-oriented innovation policy have continuously expanded,shifting towards a more structured articulation of policy content,functions,and defining characteristics.Compared to traditional innovation policies,mission-oriented innovation policy demonstrates six distinctive features:directionality,strategic planning,legitimacy,policy coherence,multi-level governance,and dynamic evaluation mechanisms.Among these,strong directionality and strategic planning stand out as the most fundamental distinctions from conventional innovation policies.Finally,based on China's current policy practices,the future research directions of mission-oriented innovation policy in China are explored from the perspectives of policy applicability,implementation pathways,performance evaluation,and innovation system optimization.
