基于社会价值取向的高校科研评价机制改革路径研究——以英国研究卓越框架(REF)为例

摘　　要：随着知识生产模式的转型,国际高校科研评价改革深入推进,我国科研评价机制也日趋完善,但如何克服“五唯”问题仍是当前改革的核心挑战。通过借鉴英国研究卓越框架(Research Excellence Framework,REF)的经验,探索构建基于社会价值取向的高校科研评价机制,以推动持续性科研创新、促进科研成果的应用性转化,满足社会发展的需求。采用文献分析和案例研究法,系统梳理REF在评价目的、评价主体、评价指标及评价方法等方面的实践经验,结果发现,REF通过以下方式构建了社会价值取向的科研评价机制:(1)评价目的聚焦创新成果的转化和应用价值;(2)评价主体纳入非学术评审的多元化团队;(3)评价指标强调社会影响力的过程性评估;(4)评价方法采用循证的定量与定性融合式评价。基于REF的经验,提出我国通过强化非学术评审主体建设、优化科研评价指标设计、注重循证的定量与定性融合式评价等建议,推动社会价值取向的科研评价机制的构建。While the epistemic transformation of the new knowledge production paradigms has catalyzed profound institutional restructuring in research evaluation systems across global academia,China's indigenous evaluation mechanisms have attained marked methodological refinement.Nevertheless,dismantling the entrenched“Five-Standard”metrics(excessive focus on publications,titles,degrees,awards,and projects)persists as the linchpin challenge in contemporary reform endeavors.By drawing on the experience of the UK Research Excellence Framework(REF),the purpose of this paper is to explore the construction of scientific research evaluation mechanism with social value orientation,so as to promote continuous scientific research innovation,facilitate the applied transformation of scientific research achievements,and meet the needs of social development.By adopting the methods of literature analysis and case study,it systematically examines the practical experiences of the REF in terms of evaluation purposes,evaluating entities,evaluation criteria,and evaluation methodologies,the results show that REF has constructed a scientific research evaluation mechanism with social value orientation in the following ways:(1)Aligning evaluation objectives with the transformation and application value of innovative outcomes;(2)Incorporating diverse evaluation panels involving non-academic reviewers;(3)Emphasizing dynamic assessment of societal impact in evaluation metrics;(4)Implementing evidence-based mixed-methods approaches integrating quantitative and qualitative evaluations.Based on the experience of REF,suggestions are put forward for China to promote the construction of a scientific research evaluation mechanism with social value orientation by strengthening the construction of non-academic review subjects,optimizing the design of scientific research evaluation indicators,and paying attention to evidence-based quantitative and qualitative integrated evaluation.
