共同富裕背景下平安法治小区评价模型研究

摘　　要：共同富裕是社会主义的本质规定和最终目标,小区是社会的“细胞”,是实现共同富裕、平安法治的最小单元。本研究针对小区治理过程中缺乏科学、有效、系统的评价体系问题,应用主成分分析法构建了“四治七维”平安法治小区评价模型,运用层次分析法测算出各项指标的权重。将构建的评价模型应用于本地小区法治平安场景实践1年,达到了动态实时风险隐患及时把控、平安数据实时动态监测与抓取、平安法治小区科学有效治理与精准考核的目标。Common prosperity is an essential stipulation and final goal of socialism,with the community serving as the smallest unit to achieve safety,rule of law,and common prosperity.However,the lack of a scientific,effective,and systematic evaluation system poses a challenge to the development of new models of community governance,to address this problem,we applied the principal component analysis method to construct a“four governance and seven dimensions”evaluation model for safe and legal communities,and applied analytic hierarchy process to calculate the weight of each index.The evaluation model was then applied to a local community’s rule of law and security scene for a year,resulting in real-time risk hazard control,dynamic monitoring and capture of security data,effective governance,and accurate assessment of safe and legal communities.
