摘 要:在加快形成新质生产力的背景下,数字技术创新能力对城市、区域乃至全社会的高质量发展至关重要。首先厘清数字技术创新相关概念,形成了数字技术创新效率的测量指标;然后以2012—2021年中国30个省份数字技术投入产出数据为研究样本,采用经典的数据包括分析方法 BCC模型和Malmquist指数模型对中国各省份和重点区域的数字技术创新效率做静态分析、动态分析和投入冗余分析;同时探究不同省份、地理区域和国家重点发展区域之间存在的差异并做进一步分解研究。研究发现:中国数字技术创新效率发展不平衡现象严重,纯技术效率低且增长缓慢,需要建立良好的技术创新环境,优化技术管理水平;中部地区和长江经济带中游地区的数字技术创新效率一直处于低水平且增长乏力,需要花大力气改善;大部分省份存在较严重的劳动冗余问题,且同一区域内的省份存在明显的劳动冗余差异,需要建立区域内统一、科学的人才管理机制。In the context of accelerating the formation of new-quality productive forces,the capability of digital technology innovation is crucial to the high-quality development of cities,regions,and even the whole society.Firstly,we clarify the concepts related to digital technology innovation and establish measurement indicators for the efficiency of digital technology innovation.Then,using the digital technology input-output data from 30 Chinese provinces(excluding Tibet and the regions of Hong Kong,Macao,and Taiwan,hereinafter the same)from 2012 to 2021 as the research sample,we employ classical data envelopment analysis methods,including the BCC model and the Malmquist index model,to conduct static analysis,dynamic analysis,and input redundancy analysis of the digital technology innovation efficiency across various provinces and key regions in China.Simultaneously,we explore the differences between different provinces,geographical regions,and nationally designated key development areas,and further decompose the research findings.The study reveals that there is a severe imbalance in the development of digital technology innovation efficiency in China,with low pure technical efficiency and slow growth,necessitating the establishment of a sound environment for technological innovation and the optimization of technology management levels.The digital technology innovation efficiency in the central region and the midstream area of the Yangtze River Economic Belt has consistently remained at a low level with weak growth momentum,requiring significant efforts to improve.Additionally,most provinces face serious issues of labor redundancy,and there are pronounced differences in labor redundancy within the same region,indicating the need for a unified and scientific talent management mechanism within the region.
