中国式现代化视域下中国共产党的治水思路演进及启示

摘　　要：中国式现代化是中国共产党领导的社会主义现代化,是强国建设、民族复兴的唯一正确道路。水利现代化是中国式现代化的重要组成部分,中国共产党的治水思路是推动水利现代化的思想动力。中华人民共和国成立以来,中国共产党在探索水利现代化的进程中,治水思路经历了三个重要的历史阶段,从强调在稳固政权、恢复生产中持续推进农业治水,到实现水利战略功能、治水观念、治水方法的现代化转变,再到明确提出坚持“节水优先、空间均衡、系统治理、两手发力”的治水方针,逐步实现了传统水利向现代水利的转变,形成了具有中国特色的水利现代化道路。在中国式现代化视域下,系统梳理中国共产党的治水思路演进对水利现代化建设具有重要启示:始终坚持人民至上的水利发展宗旨,始终坚持党对水利工作的全面领导,始终坚持水利建设的群众路线,始终坚持全球视野下的水利发展思路。Chinese modernization is socialist modernization under the leadership of the Communist Party of China(CPC),which is the only correct path for the construction of a strong nation and the rejuvenation of the nation.Water conservancy modernization is an important part of Chinese modernization,and the CPC’s idea of water governance is the ideological impetus for promoting water conservancy modernization.Since the founding of the People’s Republic of China,the CPC’s approach to water management has evolved through three significant historical stages in the process of exploring water conservancy modernization.These stages include the initial emphasis on promoting agricultural water management to stabilize political power and restore production,followed by the modernization of water conservancy strategies,concepts,and methods,and finally the explicit proposal to adhere to the water management principles of“prioritizing water conservation,achieving spatial balance,implementing systematic governance,and leveraging both government and market forces”.This evolution has gradually transformed traditional water conservancy into modern water conservancy,forming a distinctively Chinese path to water conservancy modernization.Under the perspective of Chinese modernization,the evolution of the CPC’s water management idea is an important revelation for the construction of water conservancy modernization:always adhere to the people’s supremacy as the purpose of water conservancy development,always adhere to the Party’s overall leadership of water conservancy work,always adhere to the mass line of water conservancy construction,and always adhere to the idea of water conservancy development under the global perspective.
