水库移民后期扶持产业项目联农带农效果评价

摘　　要：从带动农户发展生产、吸纳农村劳动力稳定就业、促进农户共享资产收益三大方面选择17个指标构建了水库移民后期扶持产业项目联农带农效果评价指标体系,以G省B市的调查数据为例,利用熵权TOPSIS法定量评价了水库移民后期扶持产业项目联农带农的效果。结果表明:水库移民后期扶持产业项目在联农带农方面效果比较明显,整体处于中等水平,促进农户共享资产收益是进一步提升项目联农带农水平的关键;后期需要从壮大新型农业经营主体、完善利益分配方式和联结模式、优化农村产业结构、促进后期扶持产业可持续发展、推动城乡融合发展等方面进一步发挥后期扶持产业项目联农带农的效果。This paper selects 17 indicators to form an evaluation index system of the effect of connecting and driving farmers through supporting industry projects from three aspects:driving farmers to develop production,absorbing rural labor force for stable employment,and promoting farmers to share asset income.Based on the survey data of G Province and B City,the entropy weight TOPSIS method was used to evaluate the effect of the reservoir resettlement in the later stage of supporting industry projects.The results show that the effect of the reservoir resettlement supporting industry projects in the later stage is relatively obvious in the aspect of connecting and driving farmers,the overall level is at a medium level,and promoting the sharing of asset income by farmers is the key to further improve the level of connecting and driving farmers.In the later stage,it is necessary to further exert the effect of supporting industrial projects in the later stage from the aspects of strengthening the main body of new agricultural operations,improving the mode of benefit distribution and linkage,optimizing the rural industrial structure,promoting the sustainable development of the later supported industries,and promoting the integrated development of urban and rural areas。
