摘　　要：加快建设世界重要人才中心和创新高地,是党和国家根据当前国内外发展大局,在深刻把握教育、科技、人才发展科学规律基础上提出的重大战略。本刊编辑部联合中国教育发展战略学会人才发展专业委员会,就其中的若干重要环节和议题,组织代表专家进行深入探讨。在区域战略布局方面,加快建设世界重要人才中心和创新高地,既需要以北京、上海、粤港澳大湾区为“头雁”,也需要发展若干区域性人才集聚中心,形成整体性雁阵格局。具有区位、产业和高水平大学布局等优势的东北地区,应从精准引才、精确用才、精心育才和精诚留才四个角度,加快推进区域性人才高地建设。在吸引人才方面,近年高校海外人才引进已从“顶尖个别”“杰出少数”拓展和丰富到“优秀多数”模式,未来高校人才引进应不断强化相关科学研究,推进人才生态建设,并有效处理海外引进人才和本土人才发展的关系。在大学集群方面,推进大学集群高质量发展,应构筑聚才高地,打造区域人才“高尖峰”;释放政策效应,实现区域发展“高效力”;创新校地合作,实现区域优势“高融合”。在实践探索方面,作为肩负探索具有中国特色的现代大学制度、探索创新人才培养模式使命的南方科技大学,在人才“引育用评服”方面进行了诸多开拓创新;作为具有鲜明特色中外合作办学机构的深圳北理莫斯科大学,在构建多元化、特色化人才评价体系,深耕国际人才小环境,开展国际联合攻关和产学研合作等方面进行了积极的探索。这些高校的经验为相关领域的改革提供了有益参考。It is the mission and responsibility of universities to implement the spirit of the National Education Conference in building a world-class talent center and improving talent competitiveness.The editorial board of Journal of World Education,in conjunction with the Talent Development Professional Committee of the Chinese Society of Educational Development Strategy,has organized experts and scholars to conduct in-depth discussions on key aspects and issues related to how higher education can better contribute to the construction of the world’s important talent centers and innovation highlands.In terms of regional strategic planning,accelerating the construction of major talent centers and innovation highlands globally requires not only Beijing,Shanghai,and the Guangdong-Hong Kong-Macao Greater Bay Area to serve as“leading geese”,but also the development of several regional talent gathering centers to form a coordinated,synergistic“geese formation”pattern.The Northeast region,endowed with advantages in location,industry,and high-level university layout,should accelerate the construction of regional talent highlands from four perspectives:targeted talent recruitment,efficient talent deployment,meticulous talent cultivation,and sincere talent retention.Regarding global talent attraction,recent years have seen university efforts expand from targeting“top elites”and“exceptional few”to embracing a model that welcomes the“excellent majority”.In the future,the introduction of talents by universities should further advance scientific research,foster a robust talent ecosystem,and strategically balance the development of overseas and local talents.In terms of university clusters,promoting high-quality development requires building talent gathering highlands to cultivate“peaks”of regional talent excellence;harnessing policy advantages to achieve“high-efficiency”regional development,and innovating university-local partnerships to achieve“deep integration”of regional strengths.Southern Universit
