小农户参与绿色农业生产:内在价值、现实困境与发展出路

摘　　要：近年来,中央一号文件反复强调绿色兴农,建设农业强国。小农户作为农业生产的主力军,其绿色农业生产行为的选择及倾向关乎农业农村现代化发展,进而影响农业强国的建设进程。当前小农户在绿色农业生产过程中面临政策、技术、市场等多方面的困境,如何推动小农户参与绿色农业生产,既保障小农户的生计,又促进农业绿色生产转型,成为当前亟待解决的问题。对此,文章提出小农户参与绿色农业生产的出路,即坚持以加大政策支持力度为契机,以强化绿色农业技术为支撑,以拓展绿色农产品消费市场为途径,加速乡村振兴战略步伐,以绿色农业发展助推农业农村现代化建设。In recent years,China's No.1 Central Document has repeatedly emphasized the importance of developing agriculture in a green manner and the construction of a strong agricultural nation.As the main force in agricultural production,smallholder farmers'choices and inclinations toward green agricultural practices significantly impact the modernization of agriculture and rural areas,thereby influencing the progress of building a strong agricultural nation.Currently,smallholder farmers face various dilemmas in green agricultural production,including policy,technology,and market-related obstacles.How to facilitate smallholder farmers'participation in green agriculture,ensuring their livelihoods while promoting the transition to green agricultural production,has become an urgent issue to be addressed.This article proposes pathways for smallholder farmers to engage in green agricultural production.That is,taking the opportunity of increasing policy support,strengthening green agricultural technologies,and expanding the consumption market for green agricultural products as way to accelerate the rural revitalization strategy and boost agricultural and rural modernization through green agricultural development.
