摘　　要：基于生态链视角研究政府开放数据链演进条件,重点分析生态链演进的内部和外部条件。内部条件包括各节点的发展意识、目标一致性、价值分配合理性、良好秩序的维护以及数据开放与用户隐私的平衡;外部条件涉及数据资源支撑、技术支持、政策法规环境和服务体系建设。政府开放数据链的健康发展需要内部和外部条件的共同支持,以确保数据的有效利用和创新。研究可为构建健康和谐的政府开放数据生态系统提供理论参考。This study examines the evolutionary conditions of the government open data ecosystem chain,providing theoretical guidance for the construction of a healthy and harmonious government open data ecosystem.The analysis focuses on both internal and external conditions for the evolution of the ecosystem chain.Internal conditions encompass the development awareness of various nodes,goal alignment,reasonable value distribution,maintenance of good order,and the balance between data openness and user privacy.External conditions include data resource support,technological support,the policy and regulatory environment,and the construction of service systems.The research indicates that the healthy development of the government open data ecosystem chain requires the joint support of both internal and external conditions to ensure effective data utilization and innovation.
