摘　　要：集成电路产业是现代产业体系的核心枢纽,也是引领新一轮科技革命和产业变革的关键力量。历史经验表明,举国体制已成为世界主要地区和国家进入产业竞赛圈并赢得话语权的主要方式。以科技为主线,以过去、现在、历史为维度,以政府、市场、资源、制度、环境为视角,形成内在逻辑、历史逻辑和发展逻辑3个研究命题,分析集成电路客观规律、所处阶段、发展趋势等;以需求为导向,通过层层剖析,推演集成电路新型举国体制的逻辑和机理,并总结形成路径建议,提出把握好政府和市场、多主体协同、多资源配置、跨越式创新和连续性创新、国际和国内五大关系,以及发展方向、制度创新、连续性制度、前沿技术、产业规律五大关键点的建议。The integrated circuit industry is the core hub of the modern industrial system and a key force leading the new round of technological revolution and industrial transformation.Historical experience has shown that the national system has become the main way for major regions and countries in the world to enter the industrial competition circle and gain discourse power.This article takes technology as the main line,past,present,and history as dimensions,and government,market,resources,system,and environment as perspectives to form three research propositions:internal logic,historical logic,and development logic.It analyzes the objective laws,stages,and development trends of integrated circuits,and takes demand as the guide.Through layer by layer analysis,it deduces the logic and mechanism of the new national system for integrated circuits,summarizes the formation path suggestions,and puts forward suggestions for grasping the five key points of government and market,multi subject collaboration,multi resource allocation,leapfrog innovation and continuous innovation,international and domestic relationships,as well as development direction,institutional innovation,continuous system,cutting-edge technology,and industrial laws.
