企业工会劳动保护工作评价指标构建及实施路径

摘　　要：为增强工会维护职工权益的能力,通过梳理全国总工会出台的关于工会劳动保护的文件及我国法律法规对工会劳动保护监督赋予的权利,明确企业工会的劳动保护职责;通过调研北京市9个区总工会及4个产业工会下辖的44家企业,收集并分析劳动保护工作数据;构建工会劳动保护工作评价指标体系,二级指标涵盖组织建设、制度建设、劳动合同与民主管理、源头参与安全生产、日常安全监管、安全教育与竞赛、职工安全文化及文件资料等方面。研究结果显示:构建的工会劳动保护工作评价指标体系具有较强的实用性与有效性。工会保护工作的规范性和系统性进一步增强,可为企业的安全生产提供有力的保障;通过不断完善和优化评价指标体系,可以进一步推动工会劳动保护工作的发展,确保职工权益得到更有效的维护。In order to strengthen the ability of trade unions to safeguard the rights and interests of employees,the labor protection responsibilities of enterprise trade unions are clarified by organizing and analyzing the documents on labor protection issued by the All-China Federation of Trade Unions and the rights granted by Chinese laws and regulations to labor protection supervision of trade unions.Through the investigation of 44 enterprises under the jurisdiction of 9 district trade unions and 4 industrial trade unions in Beijing,the data of labor protection were collected and analyzed.The evaluation index system for trade union labor protection work has been established,and its secondary index covers organizational construction,system construction,labor contracts and democratic management,participation in safety production from the source,daily safety supervision,safety education and competitions,employee safety culture and documents,etc.The constructed evaluation index system for trade union labor protection work was demonstrated to possess strong practicality and effectiveness.The standardization and systematicity of trade union protection practices were further enhanced,thereby providing a robust safeguard for workplace safety in enterprises.Furthermore,through continuous improvement and optimization of the evaluation index system,the development of trade union labor protection initiatives could be promoted,ensuring that workers’rights and interests are more effectively safeguarded.
