摘　　要：本文基于2011~2022年我国286个城市面板数据,从创新创业视角出发,运用固定效应模型、中介效应模型、调节效应模型和空间计量模型多维度检验了创新政策和数字经济对高质量发展的影响及其机制。研究发现,创新政策和数字经济能够显著推动城市高质量发展,在考虑内生性问题、控制固定效应等多种检验下结果依旧保持稳健。机制检验显示,创新政策和数字经济对高质量发展的影响存在显著的正向交互效应,能够提高城市创新创业活跃度进而推动高质量发展。异质性分析发现,创新政策和数字经济的交互效应主要表现在较大规模和高创新创业活力的城市,且对东部和中部地区城市的高质量发展更易发挥促进作用。空间效应研究发现,创新政策实施和数字经济发展具有显著的空间溢出效应,能够提升周边城市的高质量发展水平。本文能够为优化我国创新政策体系,发挥数字经济赋能作用,实现创新驱动高质量发展提供启示。Based on the panel data of 286 Chinese cities from 2011 to 2022,from the perspective of innovation and entrepre⁃neurship,this paper uses fixed effect model,mediating effect model,moderating effect model and spatial econometric model to exa⁃mine the influence of innovation policy and digital economy on high-quality development and its mechanism in multiple dimensions.It is found that digital economy and innovation policy can significantly promote high-quality urban development,and this result re⁃mains robust under various tests such as considering endogenous problems and controlling fixed effects.Mechanism test shows that there is a significant positive interaction effect between innovation policy and digital economy on high-quality development,which can promote the high-quality development of cities by improving the activity of innovation and entrepreneurship.Heterogeneity anal⁃ysis finds that the interactive effect of innovation policy and digital economy is mainly manifested in large-scale cities and high inno⁃vation and entrepreneurship vitality,and it is easier to promote the high-quality development of cities in eastern and central regions.The spatial effect study shows that the implementation of innovation policy and the development of digital economy have significant spatial spillover effects,which can significantly improve the high-quality development level of surrounding cities.The research can provide enlightenment for optimizing China's innovation policy system,giving full play to the empowering role of the digital econo⁃my,and realizing innovation-driven high-quality development.
