摘 要:为解决公共福利供给面临的照护人力资源不足问题,我国台湾地区引入了“时间银行”互助照护机制,展示了时间银行在华人社会本土化的丰富经验。但是,在传统的福利供给模式下,时间银行只能被定位为志愿服务,导致公共部门和社会组织都未能发挥各自优势,限制了时间银行开发照护人力资源的潜力。借鉴福利多元主义理论,将社会组织提供的照护服务视为公共福利供给,将时间银行互助照护机制纳入社会保障体系,有利于解决当前困境。具体而言,应由国家立法明确时间银行性质及运作规则,同时,采用政府和社会资本合作的PPP(Public-privatePartnership)模式发展时间银行,结合公共部门的行政资源、公信力优势和社会组织的人力资源、志愿服务经验、筹资优势,方可促进时间银行永续发展。Taiwan Region has introduced the“Time Bank”practice,a mutual care and assistance mechanism,to address the shortage of human resources for caregiving in public welfare provision.It provides rich experience of the localization of Time Bank in Chinese societies.However,under the traditional welfare supply mode,Time Bank can only be positioned as a voluntary service;in this system,the public sector and social organizations fail to give full play to their respective advantages,limiting the potential of Time Bank to develop human resources for caregiving.Referring to the theory of welfare pluralism,the care service provided by social organizations can be a kind of public welfare supply,and the mutual care mechanism of Time Bank can be incorporated into the social security system,which is conducive to solving the current dilemma.Specifically,national legislation should define the nature and operation rules of Time Bank;the Public-private Partnership(PPP)model of cooperation between the government and social capital should be used to develop Time Bank;and the administrative resources and credibility advantages of the public sector should be combined with the human resources,volunteer service experience and financing advantages of social organizations to promote the sustainable development of Time Bank.
