摘　　要：“三个区分开来”是党在全面从严治党过程中逐渐探索出的创新成果,在理论层面回应了如何解决党员干部不善为、乱作为、不想为和不敢为的问题,侧重区分两种不同性质的错误。贯彻落实“三个区分开来”,有助于形成激励的有效机制,有助于完善全面从严治党的科学体系,有助于形成推动进一步全面深化改革的强大动力。要从“落实正确的政绩观”“树立良好的选人用人导向”“细化完善容错纠错机制”和“大力营造党内关怀包容的文化氛围”四维层面系统推进,确保“三个区分开来”有效落地。"Three distinctions"is an innovative achievement gradually explored in the process of comprehensively and strictly governing the Party.At the theoretical level,it responds to how to prevent the inability to perform effectively,non-fulfilment,hesitation to act and the unwillingness to act of the party members and cadres.It focuses on distinguishing two different kinds of errors.The implementation of the"three distinctions"will help to form an effective incentive mechanism,to improve the scientific system of comprehensive and strict governance of the Party,and to formulate a strong driving force for further comprehensive deepening reform.In practice,it is necessary to systematically promote the four-dimensional level of"implementing the correct view of political achievements","establishing a good orientation of selecting and employing people","refining and improving the fault tolerance and error correction mechanism"and"vigorously creating a cultural atmosphere of care and inclusion within the party",so as to ensure the effective implementation of the"three distinctions".
