海关数据公布:溯源、生产与流播——以《海关统计数据发布时间表》(2003—2024)为传播对象的研究

摘　　要：海关作为经济全球化背景下的重要经济数据传播机构,发布外贸数据,链接世界,推动形成全球外贸数据传播网络。2003—2024年,海关总署以《海关统计数据发布时间表》为抓手,由“多”变“一”,统筹发布时间,强化海关统计数据传播的系统集成;从“快报”到“快讯”,逐步开放,对外经贸数据传播开放程度不断加强;从“美元”到“人民币”,推动形成内外协调的海关统计计价体系;从“纸媒”向“网媒”转变,推动海关对外贸易数据共享;从单一“数据”到综合“贸易指数”,满足公众深层次需求,形成“1+4+7”传播矩阵。以海关发布数据传播筑牢国家信息主权的基础,用信息透明化推动贸易便利化,强化公共商务信息服务体系,推动构建“共处”的世界经济,向世界讲好中国经济发展故事。As a crucial institution for the dissemination of economic data within the context of e-conomic globalization,the customs authorities publish foreign trade data,connecting the world and facilitating the establishment of a global network for the transmission of such data.From 2003 to 2024,the General Administration of Customs(GAC)has utilized the“Customs Statistical Da-ta Release Schedule”as a foundational tool to transition from a“multiple”to a“single”release framework,thereby coordinating publication times and enhancing the systematic integration of customs statistical data dissemination.The evolution from“fast reports”to“news updates”has progressively opened the channels for the dissemination of external economic data,increasing the openness of such information.Furthermore,the shift from“US dollars”to“Renminbi”has fos-tered the development of a coordinated customs statistical pricing system.The transition from“print media”to“online media”has also advanced the sharing of customs foreign trade data.The move from isolated“data”to comprehensive“trade indices”has addressed the deeper needs of the public,resulting in the creation of a“1+4+7”dissemination matrix.Legal frameworks have been established to strengthen the legal protections surrounding the publication of customs statistical data.Through the release of customs statistical information,the GAC has driven innova-tion in big data applications and the integration of industries,reconstructing production and oper-ational methodologies,upgrading economic governance models,and effectively conveying the nar-rative of China’s economic development to the global audience.
