无障碍视听公共服务的中国模式创新——基于“光明影院”中国广电公益点播专区的研究

摘　　要：推进中国式现代化需要处理好若干重大关系,其中保障残疾人共享社会物质文化成果的权利,是处理好效率与公平关系的生动体现。本文从无障碍视听公共服务建设的理念出发,聚焦“光明影院”中国广电公益点播专区的案例,研究发现通过专业化制作、标准化生产、系统化运维和精准化触达,创新构建了无障碍视听内容生产机制,打造了“全国一网”业务一体化运营实践样板,实现优质无障碍视听内容的全国覆盖和社会共享,为促进我国残疾人事业的发展贡献广电力量。Promoting Chinese path to modernization requires the proper handling of a number of major relationships,among which ensuring the rights of disabled people to share social material and cultural achievements is a vivid reflection of handling the relationship between efficiency and fairness.This article starts from the concept of barrier⁃free audio⁃visual public service construc⁃tion and focuses on the case of China Broadnet“Guangming Cinema”public welfare on⁃demand area project.The study finds that through professional production,standardized production,sys⁃tematic operation and maintenance,and precise access,innovative construction of barrier⁃free.The audio⁃visual content production mechanism has created a practical model for the integrated operation of“one national network”business,achieving national coverage and social sharing of high⁃quality barrier⁃free audio⁃visual content,and contributing to the development of disabled people’s cause in China.
