抗战后长江流域机构在湘防洪工程发包问题发覆(1945~1949)

摘　　要：抗战胜利后,为挽救民生及重建经济,国民政府长江流域机构亟待进行防洪工程建设,选择合适施工组织方式是流域机构首要任务。湖南是长江流域机构防洪的重要区域,因汛期将近,流域机构管理人员不足,央、地利益不一及联合国善后救济粮食的援助,工程发包制度被流域机构广泛采用。长江流域机构在湘防洪工程发包具有完整的组织程序,严格执行招标、投标、评标、定标流程。承包商在具体施工过程中遭遇执行困境。防洪工程发包制度属单项承发包制,承包商在建设过程中遭遇的困境,不仅是战争环境所导致,单项承发包制所具有的特性与国民政府现实情况之间的张力也是防洪工程难有成效的重要因素。After the victory of the Anti-Japanese War,in order to save people's livelihood and rebuild the economy,the Yangtze River Basin institutions urgently need to carry out flood control project construction,and choosing the appropriate construction organization method is the primary task of the Yangtze River Basin institutions.Hunan Province is an important area for institutional flood control in the Yangtze River Basin,due to the approaching flood season,the lack of management personnel of the river basin organization,the different interests of the central and local governments,and the large amount of food aid provided by the United Nations for aftermath relief,the project contracting system has been widely adopted by the river basin organization.The Yangtze River Basin Organization has perfect organizational procedures for awarding contracts for flood control projects in Hunan Province,and strictly implements the procedures of bidding,bidding,bid evaluation and bidding.The contractor encountered execution difficulties during the specific construction process.The difficulties encountered by the contractor in the construction process are not only caused by the war environment,also the tension between the characteristics of the construction of the single contract system and the actual environment is an important factor for the mid-stop of the flood control project in the river basin.
