摘　　要：中晚唐时期,随着茶业在国民经济中的比重日增,茶利日溥,渐为各界所瞩目,中央政府随之出台茶政,并在其后多次调整。本文基于大量史实,从不同利益集团角度出发,对中晚唐时期茶政颁布的历史背景、实施内容,以及调适等相关问题展开详细讨论,试图厘清中央政府与茶农茶商、地方藩镇势力、边疆藩属政权等不同利益集团之间的复杂互动过程,进一步阐明中晚唐时期的茶政变革表面上以中央政府主导,实乃彼时南方地区茶业经济高水平发展、茶叶贸易繁荣的必然产物。另外,中晚唐时期的茶政也从侧面反映出茶业带来的巨额利润,标示了中晚唐时期茶业发展的大致走向,对中唐以后的政治、经济、军事、文化都产生了深远影响。China is a country of tea.In the middle and late Tang Dynasty,with the increasing proportion of tea industry in the national economy and tea benefits,it was gradually noticed by all walks of life,and the central government then introduced tea policy,and then adjusted it many times.Based on the collection of a large number of historical materials and from the perspective of different interest groups,this paper discusses in detail the historical background and implementation contents of the tea policy promulgation in the middle and late Tang Dynasty,as well as the specific adjustments made by the government in response to different situations in the implementation.The paper attempts to clarify the complex interaction between the central government and different interest groups,such as tea farmers and tea merchants,local forces,and frontier regimes,and further clarify that the tea policy reform,apparently controlled by the central government,were actually the products of the high-level development of commodity economy and the prosperity of tea trade in the south during the middle and late Tang Dynasty.In addition,the tea policy in the middle and late Tang Dynasty also reflected the huge profits brought by tea from the side,marking the general vein of tea production and development in the middle and late Tang Dynasty,and had profound impacts on politics,economy and culture after the middle Tang Dynasty.
