城市轨道交通建设项目环境管理风险及应对措施探究

摘　　要：城市轨道交通在缓解交通拥堵、提高出行效率的同时,其建设与运营对生态环境产生了一定负面影响。结合当前轨道交通环境管理面临的新形势和环保理念的新变化,重点分析了轨道交通在建设和运营过程中存在的环境管理风险,包括与沿线用地开发协同管控程度不高、方案设计变更与环保设计变更脱节、环境管理执行力度不足等问题。提出全过程环境管理体系构建、全周期环境管理执行监督、全方位环境管理组织协同、全团队环境管理过程参与的“四全”应对措施,并在此基础上提出全过程环境管理的工作模式,为城市轨道交通环境管理提供参考。Urban rail transit,while alleviating traffic congestion and enhancing travel efficiency,also exerts a certain degree of negative impact on the ecological environment through its construction and operation.This paper,incorporating the current new trends and changes in environmental protection concepts faced by rail transit environmental management,focuses on analyzing the environmental management risks during the pre-construction,construction,and operational phases of rail transit.These risks encompass inadequate coordination in land development along the route,insufficient linkage between design modifications and adjustments to environmental protection measures,as well as weaknesses in the execution of environmental management practices.In response,it proposes a comprehensive approach emphasizing the establishment of an environmental management system that spans the entire project process,rigorous supervision of environmental management throughout the project lifecycle,enhanced collaboration among all organizations involved in environmental management,and the participation of the full project team in environmental management activities.Furthermore,it outlines a working model for environmental management that is integrated into every phase of the project.To provide a reference for environmental management in urban rail transit.
