摘 要:为了推进重点城市群降碳减污协同增效,推进各城市排放权交易市场建设,以2001—2023年我国五大重点城市群92个城市为研究对象,利用耦合协调度模型测度降碳减污协同效应,运用双重差分法检验碳排放权、排污权政策及联合政策的影响作用。结果表明:排放权交易政策能够显著地降低CO_(2)和大气污染物的耦合协调度,产生降碳减污协同效果;联合政策在降低CO_(2)和大气污染物耦合协调度方面大于单一政策效应,增进降碳减污协同效果表现更为出色。联合政策可以通过绿色技术创新、产业结构优化减少能源消耗从而增进降碳减污协同治理。未来研究应进一步探索政策协同的优化路径,加强技术创新和市场机制的支持,为实现“双碳”目标提供科学依据。In order to promote the synergistic effect of carbon reduction and pollution reduction in key urban agglomerations,and to promote the construction of emission right trading market in each city,92 cities in China are taken as the research object from 2001 to 2023,and based on measuring the synergistic effect of carbon reduction and pollution reduction by utilizing the coupling degree of coordination model,the influence effects of the carbon emission right,the emission right policy and the joint policy are examined by using the double-difference method.The results show that:emissions trading policy can significantly reduce the coupling coordination degree of CO_(2) and air pollutants,and produce the synergistic effect of carbon reduction and pollution reduction;joint policy can reduce the coupling coordination degree of CO_(2) and air pollutants more than the effect of a single policy,and the former performs better in enhancing the synergistic effect of carbon reduction and pollution reduction;joint policy can reduce the energy consumption through the innovation of green technology and the optimization of industrial structure to enhance the synergistic management of carbon reduction and pollution reduction.Joint policies can reduce energy consumption through green technological innovation and industrial structure optimization,thus enhancing the synergistic management of carbon reduction and pollution reduction.Future research should further explore the optimization path of policy synergy,strengthen the support of technological innovation and market mechanism,and provide scientific basis for realizing the goal of"double carbon".
