摘 要:近年来,江苏各地纷纷兴起“水上发电、水下养殖”模式的渔光互补产业,全省项目总体数量逐年攀升,但仍处于起步探索阶段。为了避免渔光互补项目遍地开花导致产业无序发展,亟需从养殖技术、品种选择、规范管理及市场环境等方面进行全面探讨。立足江苏省渔光互补产业现状,选取了苏北、苏中、苏南地区具有代表性的渔光互补项目基地作为研究样本,进行实地调研与问卷访谈,系统梳理了江苏省渔光互补模式的发展成效、存在困境及其成因,并提出相应发展建议。结果表明:当前江苏省渔光互补产业在养殖技术适应性、耐荫养殖品种选育、渔光互补技术规范缺乏、复合生产评价体系缺失等方面存在问题。该产业应加强渔光互补养殖技术培训与推广,筛选适合渔光互补模式的养殖水产品种,制定渔光高质量融合发展技术规范,强化渔光互补项目全过程监管,尽快划定水产保供功能区域。通过政策、技术、标准与监管多方面的优化,可不断推动光伏与渔业一体融合,助力江苏渔光互补产业绿色高效发展。In recent years,the"power generation on water,aquaculture underwater"model of complementary fishery and photovoltaic industry has been rapidly emerging across various regions in Jiangsu province.The overall number of projects in the province has been increasing year by year,but the industry is still in its infancy.To avoid disorderly development caused by the uncontrolled proliferation of photovoltaic-aquaculture complementary projects,it is urgent to conduct a comprehensive discussion on aspects such as aquaculture technology,species selection,standardized management,and market environment.Based on the current status of the photovoltaic-aquaculture complementary industry in Jiangsu province,selects representative fishery-photovoltaic complementary project bases from northern,central,and southern Jiangsu as research samples.Through field investigations and questionnaire interviews,it analyzes existing issues in areas such as the adaptability of aquaculture technology,the breeding of shade-tolerant aquaculture species,the lack of technical standards for fishery-photovoltaic complementarity,and the absence of a comprehensive production evaluation system.Based on the current status of the fishery-photovoltaic complementary industry in Jiangsu province,this paper proposes development recommendations:to strengthen the training and promotion of aquaculture technology for fishery-photovoltaic complementarity,to select aquaculture species suitable for the fishery-photovoltaic complementary model,to establish technical standards for the high-quality integrated development of fishery and photovoltaic industries,to enhance the whole-process supervision of fishery-photovoltaic complementary projects;and to delineate functional zones for aquatic product supply as soon as possible.Through optimization in policy,technology,standards,and supervision,the integration of photovoltaic and fishery industries will be continuously promoted,contributing to the green and efficient development of the fishery-photovoltaic complementary ind
