农业新质生产力与共同富裕:基于机制视角的理论分析

摘　　要：党的二十届三中全会提出“因地制宜发展新质生产力”和“推动人的全面发展、全体人民共同富裕取得更为明显的实质性进展”。为探讨农业新质生产力如何促进共同富裕,深入分析农业新质生产力助力农业高质量发展,研究推动共同富裕的理论机制。研究发现,农业新质生产力在大幅度提升农业全要素生产率,创造大量社会财富的同时,形成的农业新型生产关系能够优化社会财富分配关系,确保农民共享农业现代化发展成果,对促进农民共同富裕发挥重要作用。农业新质生产力促进共同富裕的独特优势,是通过推动培养农业创新人才、发展数字农业驱动农业高质高效、促进农业生态环境与经济社会协同发展、构建全国统一大市场的农业经济循环等路径,重塑农业经济结构,催生农业新业态、新模式和新型组织形式,增强农业经济效益,提升农民生活质量,实现农业高质量发展,进而赋能共同富裕。The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed“fostering new quality productive forces in line with local conditions”and“facilitating more notable,substantive progress in promoting people's well-rounded development and common prosperity for all”.To explore how agricultural new quality productive forces contribute to common prosperity,this study conducts an in-depth analysis of their role in promoting high-quality agricultural development and examines the theoretical institutions underlying the process of promoting common prosperity.The findings indicate that while agricultural new quality productive forces significantly enhance total factor productivity in agriculture and generate substantial social wealth,the emerging new agricultural production relations can optimize social wealth distribution relationships,ensuring that farmers share in the benefits of agricultural modernization.This plays a crucial role in advancing farmers'common prosperity.The distinct advantage of agricultural new quality productive forces in fostering common prosperity lies in their ability to reshape the agricultural economic structure,drive the emergence of new agricultural sectors,models,and organizational forms,enhance overall agricultural economic efficiency,improve farmers'quality of life,enable high-quality agricultural development,thereby facilitating common prosperity.All this is done through key institutions such as cultivating agricultural innovation talent,leveraging digital agriculture for high-efficiency and high-quality production,promoting the coordinated development of the agricultural ecological environment and socio-economic systems,and establishing a unified national agricultural economic cycle.
