摘　　要：在新的历史条件下,公共卫生事业是保障全民健康的根本,而人才资源、队伍建设又是保障公共卫生的关键。在此基础上,本研究通过搜集、分析县级公立医疗机构的相关资料,对我国基层公立医疗人才的现状与问题进行了较为深入的研究。公共卫生人才是对资源依赖程度很高的群体,本项目从培养、工作、留人三个阶段出发,提出了利用内外部资源共同促进公共卫生教育阶段的人才培养,要有针对性地制订人才招聘策略;在此基础上,提出了完善的绩效考评、激励机制、完善聘用机制等措施,以提升县域公共卫生人才的综合素质,促进县域公共卫生事业的发展。Under the new historical conditions,public health is the fundamental to guarantee the health of the whole people,and the construction of human resources and team is the key to guarantee public health.On this basis,this study collects and analyzes the relevant data of county-level public medical institutions,and deeply studies the current situation and problems of grassroots public medical talents in China.Public health talents are a group with a high dependence on resources.Starting from the three stages of training,work and retention,this project proposes to use internal and external resources to jointly promote the training of talents in the public health education stage.In order to improve the performance evaluation,incentive mechanism and employment mechanism to improve the comprehensive quality of county public health talents and promote the development of county public health.
